Did you checked the mail catcher on your local environment (https://github.com/spryker-shop/b2b-demo-shop/blob/master/deploy.dev.yml#L213)? Locally it will never send mails but always catch them via the mail catcher to avoid sending out mails to real email addresses that were for development purposes.

You should also use a "type" that actually exists as a MailTypeBuilderPlugin. Please just check the documentation, these basics are covered.
