To answer your question:
All PaaS services have contractual limits, but all of them are able to scale especially in production environments. The autoscaling capabilities and the 24/7 monitoring of our SRE team is watching to ensure the uptimes SLAs in any scaling scenario. For non-production environments we serve different environment sizes to accommodate different limits that ensure customers only pay for what they need.
