Spryker is compiling the CSS from SASS sources normally, so their is no need for a separate CSS maintained by hand.

But if you really want to just add your CSS, put it in frontend/assets/global/css and it will be copied over to the public directory during the frontend build process (docker/sdk console frontend:build:yves).
You can then load it in your page by adding <link rel="stylesheet" href="{{ publicPath('css/<your_css>.css') }}"> to src/Pyz/Yves/ShopUi/Theme/default/templates/page-layout-main/page-blank.twig
